Criminal Record Types
Each Ritchie County record type belongs to the office that made it. Incident and arrest reports stay with the sheriff, Pennsboro Police, WVSP, or another responding agency. WVDCR creates regional booking and custody entries. Magistrate Court holds complaints, bail, misdemeanors, warrants, and felony preliminary work. Circuit Court holds felony indictments, motions, judgments, and sentences.
The CIB record is different. It joins fingerprint-linked arrest cycles with reported dispositions. The arrest charge is not the final word. The prosecutor may decline, amend, or replace it, and a grand jury may return a different indictment. Read the disposition and signed order before describing the Ritchie County result.

West Virginia does not use one statewide Class A or Class B ladder for all crimes. When relief is granted, covered agencies certify completion within 60 days. The current Ritchie filing fee was not published, so the Circuit Clerk should confirm the form version and cost before filing.
Ritchie Criminal Records Cross Federal Lines
Federal records use a separate system. Ritchie County lies in the U.S. District Court for the Northern District of West Virginia. Ritchie Criminal Record Access Since 2024
Two statewide launches changed how Ritchie County court records can be found. Magistrate Record Search opened on January 25, 2024, bringing free, no-registration public magistrate docket data to computers and phones. WVPASS launched on March 10, 2025, making public Circuit Court records from 1999 searchable across all 55 counties after free registration.
The gains have firm limits. MCR Search caps results at 30 and does not deliver document images. WVPASS charges for downloads and cannot supply sealed, confidential, older, or non-imaged papers. The clerk remains the fallback for both. Ritchie County incident reports, city ordinance files, CIB records, and booking data also remain outside those two court products.
Historical filing figures help explain why the magistrate channel matters. In 2013, Ritchie County recorded 142 Circuit Court filings, with 18.3 percent criminal, and 2,342 Magistrate Court filings, with 80 percent criminal. Those are old court-workload figures, not current crime rates, but they show the role of the Magistrate Clerk in local record access.
